Except as otherwise provided in subsection 4 of NRS 338.157, any document or other information submitted by an applicant to a public body in response to a request for proposals or similar solicitation document pursuant to NRS 338.157, including, without limitation, a proposal made pursuant to NRS 338.157, is confidential and may not be disclosed until notice of intent to award the contract is issued.
